Breeders were women kept by the Immortan Joe and used as human livestock.
Description[]
Certain, high quality women were taken as "wives" by Immortan Joe for his harem. He kept them in a special vault, complete with bank-like vault door, where they were cloistered away form the rest of The Citadel. Here the wives stayed, continually impregnated in order to produce viable, "full-life" offspring.
Some of those who failed to give birth to viable children three times, were then barred from the "luxuries" and "high-life" that Joe provided them in return for their reproductive capabilities.[1]
These women were turned into "breeders" to produce War Pups and provide a steady source of lactated milk. Their milk, called Mother's Milk, was also used as a resource in The Citadel and for trading with other groups.

In real life, the word “Breeder” is a derogatory term used to refer to a woman who gives birth to more children than is normally ideal.
